In a key development aimed at addressing the long-standing political and identity-related concerns of the Gorkha community, the Government of India has appointed Pankaj Kumar Singh (IPS Retd) as the official interlocutor for Gorkha-related talks.
Singh will be leading the dialogue process with Gorkha representatives from Darjeeling, Terai, and Dooars, regions that have for decades sought recognition, political rights, and a permanent solution to their demands. His role will involve facilitating structured and result-oriented discussions between the central government and various stakeholders in the Gorkha community.
A 1988-batch IPS officer of the Rajasthan cadre, Singh brings with him a wealth of experience in national security and conflict resolution. He served as the Director General of the Border Security Force (BSF) before retiring in December 2022. Following his retirement, he was appointed as the Deputy National Security Advisor (DNSA) in January 2023, where he dealt with sensitive internal and cross-border security matters.
Known for his calm demeanor and strategic approach, Singh has previously handled complex situations in Jammu & Kashmir and the Northeastern states—regions with histories of ethnic unrest and insurgency. His appointment is being viewed by observers as a strategic and thoughtful decision by the Centre, aimed at building trust and restarting a meaningful dialogue in the Gorkha heartland.
The Gorkha community has long demanded greater political autonomy, constitutional recognition, and inclusive development in the Darjeeling hills and adjoining areas. Despite multiple attempts at dialogue over the years, including various administrative arrangements like the DGHC and GTA, a permanent political solution has remained elusive.
With Singh’s appointment, there is renewed hope that the government is serious about re-engaging with the issue in a respectful and solution-oriented manner.
The announcement has been met with cautious optimism in the hills, with several political and civil society voices expressing the need for transparent dialogue, inclusivity of all stakeholders, and timely action.
This move also reflects New Delhi’s intent to acknowledge the unique historical, cultural, and political context of the Gorkha people—who have served the nation loyally for generations and continue to demand recognition of their distinct identity within the Indian Union.
