SSHLC Submits Final Report for ST Status of 12 Communities in Sikkim

The Sikkim State High‑Level Committee (SSHLC) has submitted its final report to Chief Minister Prem Singh Tamang, recommending Scheduled Tribe (ST) status for 12 left‑out communities in Sikkim. The report was handed over during a concluding meeting in New Delhi, marking a significant milestone in the state’s efforts toward constitutional recognition of these communities.

Prepared over nine months, the four-volume report compiled ethnographic research, field studies, and stakeholder consultations to meet the five criteria set by the Government of India for ST inclusion.

The recommended communities are: Bhujel, Gurung, Jogi, Rai (Kirat Khambu), Kirat Dewan (Yakha), Khas (Chettri‑Bahun), Mangar, Newar, Sanyasi, Sunuwar (Mukhia), Thami, and Majhi.

CM Tamang called the moment “historic” and expressed optimism about securing recognition for these communities, emphasizing the government will continue advancing the case with the Central Government with support from community representatives and elected officials.

He also underscored that the right process had been rigorously followed to prepare a well-researched, authentic report this time, rectifying past technical flaws

Prof. B.V. Sharma, SSHLC Chairman, and Prof. Mahendra P. Lama, Vice Chairman, led the report’s preparation with dedicated teamwork across scholars, officials, and community members.

During the event, representatives from the 12 communities, Social Welfare Secretary Sarika Pradhan, and committee member Dr. S.K. Rai shared perspectives, while senior government officials and elected representatives also attended.
